The formula we've been following for the past few weeks has been a little vague, but the basics are as follows:

A Stranger or Peregrine approaches a Member with the desire to join or promote himself; the Member then acts as that candidate's sponsor.  The sponsoring member should post a poll with an argument for the candidate's promotion.

We'll review the public opinion and make a decision; the final word rests with the Chief.
