How to run regular server on HoV?

How to run regular server on HoV?
I've got HoV, when hosting a game, ex. Low Cal Arena, the clients require HoV. Any way around this?

Go to Rune.ini; find the line which says 
ServerPackages=HallsOfValhalla
Either delete it, or comment it out with 
'ServerPackages=HallsOfValhalla

I do not know. Everyone around here seems to have HoV. I'll try to try it out today.
