Well, I believe that Unter told me that if you are a minor, as soon as you send the money it automatically updates you (unless you send it snail mail like I did).

By the way, I think that all of the yes votes should count regardless of whether reasons are given. That way only the nay-sayers would have to actually explain themselves. What does everyone else think of that?
