You can use RuneEd; it's in your Rune\System folder .
..and you can find some tuts on http://ed.runegame.com/

ok .. i tryed Rune ED in my system folder .. i get this error

Go into Rune\EditorFix and copy the files you find there to your Windows\System folder.
