Can anyone give me some direction as to the prefered software used to modify and create new skins?

MilkShape Ed (any version) + Pygmalion.
If the force is strong in you, you can use 3DS Max Studio.

uh i use 3ds but i cant open the mesheseven in rune editor i keep getting a registry error.

After you make the mesh in 3ds you gotta export it in MilkshapeEd where you'll apply it on the standard rune-player skeleton; then split the mesh in groups and assign these to the skeleton's joints.

Just ta let ya know, my off topic/funny response there was a tattoo gun hehe...no way to undo those skin modifications hehe.

Hehehe....ya I know exactly what it is....oh and there is an undo botton, but it is expensive and painful. I would know; I have had a few of them undone myself. Sometimes you can make some really stupid decisions when you have been drinking.

I thinkt ehres some tools that allow you to import a model, and paint on a texture and see the modifications at once on the model!

You can modify skins using a graphic tool like photoshop.
