Here's an idea.We could try a mod that might give them warnings.Not the Votekick. But like a warning that stays with them each time they go on LCA.They can start off at 0% then when they get to 100% the are banned.This can only be given to admin though because I know it will be abused.
Just an idea that can be improved on. Well more like inspiration.

It'd have to be linked to IP's not server names. Could be next to impossible to catch the dial-up lamers.
