The Versailles Treaty seemed good on paper, but it failed to achieve its goal of neutralizing Germany. Only 20 years after the Versailles Treaty Europe would plunge into another devastating war. On June 28, 1919 The Versailles Treaty was signed by two representatives of a newly elected German government. The aim of the treaty was to prevent further conflict by stripping Germany of its power. The nonnegotiable terms of the treaty were that Germany would be reduced in size through annexations, its military were reduced to a hundred thousand men and German manufacture of any large scale weaponry, such as planes, tanks or ships was prohibited. Also Germany had to take responsibility for causing the war in the Guilt war Clause. Having established Germany as the cause of the war the victors forced payment of reparations. The Treaty fell short on two fronts. First it assumed Germany’s total defeat, but Germany was never significantly penetrated by allied troops and French attempts at a counterattack failed miserably. Following this fact up with annexations, reparations and effective dissolve of the German army resulted in a feeling of being wronged and desire for retribution on the side of the German people. This is significant because a people who are angry with their situation will favor radical leaders to solve their problems. Second, the inability on France’s part and unwillingness on Britain’s part to enforce the treaty virtually nullified it. Yet it left the sour feel of resentment in the minds of German people. France and England had different ideas about how to best deal with Germany. France was devastated by the war and by German scorched earth policy regarding French soil. France was seeking complete repayment for the losses and was pushing for crippling reparations and army reductions policies. England on the other hand was more concerned with balancing out the new hegemon of Europe, who it ironically perceived to be France, and favored a more lenient approach to the reparations. A recurring theme with England is that it will rather fight with someone else’s troops then its own. From this result policies that favor powers opposing her enemies. Right after the war the enemy was France and the policy was moderate reparations and Germany’s reconstructions. The Treaty fell short on two fronts. First it assumed Germany’s total defeat, but Germany was never significantly penetrated by allied troops and French attempts at a counterattack failed miserably. Following this fact up with annexations, reparations and effective dissolve of the German army resulted in a feeling of being wronged and desire for retribution on the side of the German people. This is significant because a people who are angry with their situation will favor radical leaders to solve their problems. Second, the inability on France’s part and unwillingness on Britain’s part to enforce the treaty virtually nullified it. Yet it left the sour feel of resentment in the minds of German people. France and England had different ideas about how to best deal with Germany. France was devastated by the war and by German scorched earth policy regarding French soil. France was seeking complete repayment for the losses and was pushing for crippling reparations and army territorial reductions policies. This is illustrated by the French invasion of the Ruhr in 1923 which indirectly caused hyperinflation in the country. This is the best case scenario for France who would like nothing better then to see its world war one enemy’s economy in shambles. England on the other hand was more concerned with balancing out the new hegemon of Europe, who it ironically perceived to be France, and favored a more lenient approach to the reparations. A recurring theme with England is that it will rather fight with someone else’s troops then its own. From this result policies that favor powers opposing her enemies. Right after the war the enemy was France and the policy was moderate reparations and Germany’s reconstructions. Two decades later the enemy is Soviet Communism and policy is Appeasement of Hitler who is thought to be a potential ally against the red scourge. Illustrated by Anglo-German naval pact of 1935 which essentially runs counter to the the naval clauses established in the Versailles treaty (article 183). More significant then allowing germany to buildup its navy through the Naval-Pact is allowing germany to annex parts of Czechoslovakia under Munich in 1938. Together they had a golden opportunity to setup a world order that would ensure lasting peace. Instead they chose to act in their own national self interest and created an atmosphere of resentment that festered instead of healing the wounds of WWI. France’s foreign policy focused on diminishing the German threat while at the same time increasing its is own power at Germany’s expense. It capitalized on the fact that Germany had no army when it invaded Ruhr in the 1923. Although devastating to the German economy in the short run, the invasion fails to secure a concrete advantage for the French and Germany quickly recovers. As a result of skillful negotiations on the part of Hitler France found itself isolated from other powers and assumed a defensive strategy. The construction of the Maginot Line is a tangible symbol of this strategy which ultimately proved to be ineffective in preventing Germany from attacking France. The French foreign policy could not succeed because it was doomed at the start without British support. Britain’s foreign policy was centered on preserving peace or more fittingly, its empire. The British Empire would not be able to withstand another large scale conflict without loosing its colonies. Additionally Britain felt that it needed to balance out France who it perceived to be the Hegemon of Europe and main threat to its colonial possessions. More-so it wanted peace and was willing to appease Germany in hopes of guaranteeing it. United States, isolated from European affairs was a non-player in Europe. Although the deciding factor in the defeat of Germany, U.S. foreign policy of democracy, national self interest and free trade was not taken seriously by France and England who had nothing to gain. Only Germany would benefit from national self interest in the case of Czechoslovakia where ethnic Germans wanted to be attached to the fatherland. U.S. national interests fell in the pacific theater and this occupied majority of its foreign policy. Germany the looser was carved up and made to pay reparations dictated by the Treaty of Versailles. Voiding that treaty became Germany foreign policy’s main aim. In the 1930s the great depression struck and the weakness of the victor’s economies was apparent. Soon after without anyone to enforce the treaty, Germany began rebuilding its military. Germany also developed strong relations with Italy on whose neutrality relied France. Effectively separating the victors, Germany gained the upper hand in Europe. At the end of the day the WWI victors did not have common goals and their foreign policies reflected it. They worked against each other and into Germany’s hands that was focused and united behind avenging their defeat. The WWI allies failed to see beyond their own nation’s self interest and allowed Germany to separate them and rebuild its forces. | |||
